Dear Visitor,

Fulfilling the role of presidency of the Council of the European Union, while constituting a special responsibility and offering considerable opportunities, focuses Europe's attention on the Member State holding the office.

As Chair of the Committee on Economics of the National Assembly, it is therefore a great honour for me to welcome you as host of the conference on stability, economic coordination and governance in the European Union.

The broad range of issues we shall be discussing is close to the remit of the committee I chair, as our body addresses competitiveness, market competition and fair competition regulation, finance, energy, trade and services, transport, economic and infrastructure development, information technology and telecommunications, business regulation and business development, and consumer protection proposals.

Although we cannot cover all of the aforementioned topics in the framework of our meeting, I am confident that by putting the most important issues on the agenda we can contribute to promoting the success of the European Union.

 
   

 

Welcome Address by Zoltán Vajda, Chair of the Committee on the Budget

Dear Visitor,

I believe that the budget – whether it is EU or a national budget – is one of the most important pieces of legal regulation we have, since, in addition to setting objectives and priorities, or setting the framework for our management, we ultimately decide how we allocate our common money.

The Committee on the Budget of the Hungarian National Assemmbly has a prominent role in the negotiation of the budget act. It has the opportunity to discuss the bill at several stages of the procedure and, if necessary, to propose amendments to it.

In addition to discussing the budget, our committee's competence also covers issues related to the appropriation accounts, the sub-system of public finances and the municipal budget. We also have the task of hearing the Minister of Finance and the Minister of National Economy before their appointment on their plans and ideas, and then annually on the work they have performed.

The Committee on the Budget is a standing and mandatory body, always chaired by an opposition member, in accordance with parliamentary custom.

I believe that a transparent, sound budget and solid, disciplined public finances are the key to any economic governance framework. Our committee places great emphasis on reaching an optimal agreement on key fiscal-economic issues, such as budget planning or review, and reforming the economic governance framework.

Overview of the conference 

 

The interparliamentary conference of representatives of the relevant committees of the European Parliament and national parliaments is held to discuss budgetary policies and other issues covered by the ​​​​​Stability Treaty (Treaty on Stability, Coordination and Governance in the Economic and Monetary Union). Article 13 of the Stability Treaty, signed on 25 March 2012 to strengthen economic policy coordination, provides for the organisation of an interparliamentary conference on European economic policy coordination, composed of the relevant committees of national parliaments. On 21-23 April 2013 in Nicosia, the Speakers of the EU Parliaments decided in the form of Speaker's Conclusions on the establishment and main principles of operation of the Interparliamentary Conference on Stability, Economic Coordination and Governance in the EU. The first interparliamentary conference was organised on 16-17 October 2013 by the Lithuanian Parliament, which was responsible for the parliamentary dimension of the presidency in the second half of 2013.

The conference takes place twice a year: in line with the European Semester cycle, the first biannual event is held in Brussels at the European Parliament building and chaired by the EP and the national parliament holding the rotating presidency, while in the second semester the national parliament of the country holding the rotating presidency hosts the meeting at its parliament and chairs the event. The composition of the delegations to the conference is decided by the national parliaments themselves. In accordance with general practice and the Conference's Rules of Procedure, the working languages of the conference are English and French.

Due to the horizontal nature of the issues, the Hungarian National Assembly participates in the conference with a delegation of 3 members, one from each of three parliamentary committees. The delegation includes one representative each from the Committee on the Budget, the Committee on Economics and the Committee on European Affairs on an ad hoc basis.

Under the Hungarian presidency, the Interparliamentary Conference on Stability, Economic Coordination and Governance in the EU takes place on 3-4 October 2024 in the Parliament building, with the participation of delegations from the parliaments of the EU Member States and the European Parliament.
