The political dialogue between the European Commission and the Hungarian National Assembly includes the joint initiatives of national parliaments on EU matters of great importance. In practice, the initiatives are formulated in a joint letter, following the discussions of interparliamentary meetings, like the Conference of Parliamentary Committees for Union Affairs (COSAC), in particular.
The conclusions adopted by the meetings of the European Affairs and other committees of the Visegrad countries also fall to these type of initiatives.
The enhanced political dialogue or the so-called green card procedure represents another form of joint parliamentary initiatives, whereby national parliaments may raise the attention to matters where EU-level measure is deemed necessary. This procedure hasn’t been formally regulated yet. The first ever green card procedure was put forward by UK House of Lords in 2015 to reduce food waste. The initiative was supported by the Committee on European Affairs of the Hungarian National Assembly as well as other 14 parliamentary chambers. The response of the European Commission took the form of the circular economy package submitted in December 2015. Recently, the issue attracted attention and large support at the Conference on the Future of Europe.
