Ongoing scrutiny procedures 2022-2026

The Committee on European Affairs of the Hungarian National Assembly decided on its meeting of 8 November 2022, of 22 May 2023 and of 16 October 2023 to launch scrutiny procedure in regard to the following proposals.

• European Parliament legislative resolution of 3 May 2022 on the proposal for a Council Regulation on the election of the members of the European Parliament by direct universal suffrage, repealing Council Decision (76/787/ECSC, EEC, Euratom) and the Act concerning the election of the members of the European Parliament by direct universal suffrage annexed to that Decision (2020/2220(INL) – 2022/0902(APP))​​​​​​

The Committee on Justice was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 20 March 2023, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the State Secretary of the Ministry of Justice.

The Committee on Justice discussed the above mentioned proposal on its meeting of 28 March 2023, where the opinion of the Committee was adopted.

• Proposal for a Regulation of the European Parliament and of the Council amending Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources, Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency [COM(2022) 222; 2022/0160 (COD)]

The Committee on Sustainable Development was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 6 March 2023, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretaries of the Energy Ministry.

The Committee on Sustainable Development discussed the above mentioned proposal on its meeting of 27 March 2023, where the opinion of the Committee was adopted.

The Committee on European Affairs had the proposal again on its agenda on its meeting of 11 April 2023, when the Committee standpoint was elaborated following discussions with the Deputy State Secretary of the Energy Ministry.

• ​​​Proposal for a regulation of the European Parliament and of the Council establishing a Single Market emergency instrument and repealing Council Regulation No (EC) 2679/98 [COM(2022) 459; 2022/0278 (COD)]​​​​​​

The Committee on Economics was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 11 March 2024, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretary of the Ministry for Economic Development.

• Proposal for a regulation of the European Parliament and of the Council on establishing a framework of measures for strengthening Europe’s net-zero technology products manufacturing ecosystem (Net Zero Industry Act) [COM(2023) 161; 2023/0081 (COD)]​​​​​

The Committee on Economics was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 9 October 2023, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretary of the Ministry for Economic Development.

• Proposal for regulation of the European Parliament and of the Council amending Regulations (EU) 2019/943 and (EU) 2019/942 as well as Directives (EU) 2018/2001 and (EU) 2019/944 to improve the Union’s electricity market design [COM(2023) 148; 2023/0077 (COD)] 

The Committee on Economics was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 25 September 2023, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the State Secretary of the Ministry of Energy.

The Committee on Economics discussed the above mentioned proposal on its meeting of 28 November 2023, where the opinion of the Committee was adopted.

• Proposal for regulation of the European Parliament and of the Council on standards of quality and safety for substances of human origin intended for human application and repealing Directives 2002/98/EC and 2004/23/EC [COM(2022) 338; 2022/0216 (COD)]

​​​​​The Committee on Social Welfare was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 16 October 2023, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretary of the Ministry of Interior.

The Committee on Social Welfare discussed the above mentioned proposal on its meeting of 28 November 2023, where the opinion of the Committee was adopted.

• Proposal for council regulation on jurisdiction, applicable law, recognition of decisions and acceptance of authentic instruments in matters of parenthood and on the creation of a European Certificate of Parenthood [COM(2022) 695; 2022/0402 (CNS)]

The Committee on Justice was requested to elaborate its opinion on the EU draft at the beginning of the procedure.

On its meeting of 16 October 2023, the Committee on European Affairs discussed the proposal. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretary of the Ministry of Justice.

• Proposal for a regulation of the European Parliament and of the Council on plants obtained by certain new genomic techniques and their food and feed, and amending Regulation (EU) 2017/625 [COM(2023) 411; 2023/0226) COD)]

The Committees on Sustainable Development and on Agriculture were requested to elaborate their opinion on the EU draft at the beginning of the procedure.

On its meeting of 26 February 2024, the Committee on European Affairs put the proposal on its agenda. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretary of the Ministry of Agriculture.

The Committes on Sustainable Development and on Agriculture discussed the above mentioned proposal on their meeting of 18 March 2024, where the opinion of the Committees were adopted.

• Proposal for a directive of the European Parliament and of the Council on Soil Monitoring and Resilience (Soil Monitoring Law) [COM(2023) 416; 2023/0232 (COD)]

The Committees on Sustainable Development and on Agriculture were requested to elaborate their opinion on the EU draft at the beginning of the procedure.

On its meeting of 26 February 2024, the Committee on European Affairs put the proposal on its agenda. The key points of the proposal, the current state of play and the position of the government were highlighted by the Deputy State Secretary of the Ministry of Agriculture.

The Committes on Sustainable Development and on Agriculture discussed the above mentioned proposal on their meeting of 18 March 2024, where the opinion of the Committees were adopted.
